    The robustness of flood insurance regimes given changing risk resulting from climate change

    The changing risk of flooding associated with climate change presents different challenges for the different flood insurance market models in use around the world, which vary in respect of consumer structure and their risk transfer mechanism. A review of international models has been undertaken against three broad criteria for the functioning and sustainability of a flood insurance scheme: knowing the nature of the insurable risk; the availability of an insurable population; and the presence of a solvent insurer. The solvency of insurance markets appears strong, partly because insurers and reinsurers can choose to exclude markets which would give rise to insolvency or can diversify their portfolios to include offsetting perils. Changing risk may threaten solvency if increasing risk is not recognised and adjusted for but insurability of flood risk may be facilitated by the use of market based and hybrid schemes offering greater diversification and more flexibility. While encouragement of mitigation is in theory boosted by risk based pricing, availability and affordability of insurance may be negatively impacted. This threatens the sustainability of an insurable population, therefore the inclusion of the state in partnership is beneficial in ensuring continuity of cover, addressing equity issues and incentivising mitigation

    Power and policy in floodplain management, drawing on research in Alberta, Canada

    Floodplain management policy implementation and change involves a range of actors and opportunities for power to be exercised. Considering four conceptualizations of power envisioned by Dahl, Bachrach & Baratz, Lukes, and Emerson, this paper explores the actors and instances where power emerges in floodplain management policy implementation and change, using Alberta, Canada, as our focus. We consider which conceptualization is most reflective of the Alberta context. We conclude that all four views of behaviour are relevant here, with some power dynamics between actors more complex than others. Further, these dynamics change over time, and therefore the trade-offs to be made also change. Understanding power relations allows for clearer identification of these trade-offs and, therefore, the potential winners and losers in floodplain management policy. We describe strategies for assisting in this process of managing power relations, including information sharing, transparency and actively managing the policy process

    Using surveys of Affymetrix GeneChips to study antisense expression.

    We have used large surveys of Affymetrix GeneChip data in the public domain to conduct a study of antisense expression across diverse conditions. We derive correlations between groups of probes which map uniquely to the same exon in the antisense direction. When there are no probes assigned to an exon in the sense direction we find that many of the antisense groups fail to detect a coherent block of transcription. We find that only a minority of these groups contain coherent blocks of antisense expression suggesting transcription. We also derive correlations between groups of probes which map uniquely to the same exon in both sense and antisense direction. In some of these cases the locations of sense probes overlap with the antisense probes, and the sense and antisense probe intensities are correlated with each other. This configuration suggests the existence of a Natural Antisense Transcript (NAT) pair. We find the majority of such NAT pairs detected by GeneChips are formed by a transcript of an established gene and either an EST or an mRNA. In order to determine the exact antisense regulatory mechanism indicated by the correlation of sense probes with antisense probes, a further investigation is necessary for every particular case of interest. However, the analysis of microarray data has proved to be a good method to reconfirm known NATs, discover new ones, as well as to notice possible problems in the annotation of antisense transcripts

    Uncovering the expression patterns of chimeric transcripts using surveys of affymetrix GeneChips.

    BACKGROUND: A chimeric transcript is a single RNA sequence which results from the transcription of two adjacent genes. Recent studies estimate that at least 4% of tandem human gene pairs may form chimeric transcripts. Affymetrix GeneChip data are used to study the expression patterns of tens of thousands of genes and the probe sequences used in these microarrays can potentially map to exotic RNA sequences such as chimeras. RESULTS: We have studied human chimeras and investigated their expression patterns using large surveys of Affymetrix microarray data obtained from the Gene Expression Omnibus. We show that for six probe sets, a unique probe mapping to a transcript produced by one of the adjacent genes can be used to identify the expression patterns of readthrough transcripts. Furthermore, unique probes mapping to an intergenic exon present only in the MASK-BP3 chimera can be used directly to study the expression levels of this transcript. CONCLUSIONS: We have attempted to implement a new method for identifying tandem chimerism. In this analysis unambiguous probes are needed to measure run-off transcription and probes that map to intergenic exons are particularly valuable for identifying the expression of chimeras

    Promoting adaptive flood risk management: the role and potential of flood recovery mechanisms

    There is a high potential for recovery mechanisms to be used to incentivise the uptake of flood mitigation and loss reduction measures, undertake adaptation and promote community resilience. Indeed, creating a resilient response to flooding requires flood risk management approaches to be aligned and it needs to be ensured that recovery mechanisms to not provide disincentives for individuals and business to take proactive action to reduce risk. However, the degree to which it is desirable and effective for insurers and governments providing compensation to promote resilience and risk reduction depends upon how the cover or compensation is organised and the premiums which are charged. A review of international flood recovery mechanisms has been undertaken to identify firstly the types of schemes that exist and their characteristics. Analysis of existing instruments highlights that there are various potential approaches to encourage or require the uptake of flood mitigation and also discourage the construction of new development in high flood risk. However despite the presence of these instruments, those organising recovery mechanisms could be doing much more to incentivise increased resilience

    Transcultural-affective flows and multimodal engagements: reimagining pedagogy and assessment with adult language learners

    In this article, we present a research study with a group of newcomer and refugee learners who have resettled in the Niagara region in Canada to create new lives. Over the course of four months, we came to know the stories of fifteen adult language learners, and we witnessed their steady induction, acceptance and enjoyment of multimodal activities. Combining the notions of translanguaging and affective flows with multimodal assessment, we draw out artifactual and interview data to illuminate ways of reframing assessment making it more meaningful and agentive. We push for broader perspectives of language education and a reconceptualization of ways to teach and assess English language learners

    The automatic optimisation of drilling performance

    The drilling industry, along with many others, is becoming increasingly competitive, demanding greater efforts to improve safety and reduce costs. For this reason, companies are progressively looking towards computerised automation to enhance performance. Unlike most industries however, the drilling industry has been slow to take advantage of the advances in computer and automation technology. Only recently have automatic operations such as tubular handling been placed under computer control. These activities relate to peripheral mechanical handling problems which are relatively easy to solve. The concept of an automatic intelligent drill, capable of making its own or assisted decisions about drilling parameters such as weight on bit or rotational speed, may seem remote and far into the future. Research in drilling automation, at the University of Nottingham, has the ultimate objective of achieving computerized drill control through the the application of an intelligent knowledge induction system. At the University, a laboratory rig has been developed with such a system installed. Decisions for optimal performance are based on either maximum penetration or minimum cost drilling. The system has a self-learning capability, allowing a progressive improvement in performance. The prototype system is currently undergoing trials, using real data collected while the laboratory rig is drilling and artificial data. The results are very encouraging and demonstrate the feasibility and advantages of optimised drill performance. This thesis describes the design and development of this drill optimisation scheme produced by the author. Both the theory behind the optimisation system, and the results of the initial phase of Laboratory testing are included

The purpose of this tutorial will be to demonstrate and provide participants with practice in usercentred design methods that involve 'Gamestorming', a form of brainstorming where 'the rules of life are temporarily suspended'. Participants will learn and apply gamestorming methods including persona development via empathy mapping and methods to translate artefacts derived from participatory design sessions into functional and design requirements
